What is the difference between an Open (User) Password and an Owner Password?
The Open/User Password is required to decrypt and view the document contents. The Owner Password controls administrative permissions (such as allowing or blocking high-resolution printing, text copying, and content modification).
Can someone open the encrypted PDF without the password?
No. The document stream objects and internal cross-reference tables are cryptographically encrypted. Standard PDF viewers will refuse to render the document until the correct password is provided.
